A Washington night tour is about three hours of short stops outside the lit memorials, with the ride in between. Here is how the evening runs, from the light at the start to the train home, so the washington dc night monuments tour you book holds no surprises.
Most tours meet around 7pm and leave at 7:30pm. Most end between 10 and 10:30pm, close to where they started. In between you stop at eight or so memorials and spend 5 to 30 minutes at each, depending on how you ride.

If you want the memorials lit from the first stop, a summer tour that sets its own time, such as a private car or the private bike ride, lets you start later. Every month is on the dark times and weather page.
Every stop on a night tour is outside. You get out, walk up to the memorial, take your photographs and get back on board. The memorials themselves are open-air and open all night, so there is nothing to queue for.
You do not go inside the White House, the Capitol or any museum. The Washington Monument closes at 5pm, and Arlington National Cemetery closes at 5pm too, so both are seen from outside or from the road. Your guide tells you the time to be back on board, so keep to it. At the start, the Signature Tours coaches leave promptly at 7:30pm and do not wait for late arrivals.
On the biggest coaches, the guide walks with you at each stop. On some vans the guide stays by the vehicle and you explore on your own. On one van the commentary comes through an audio link at each site, so bring your own earbuds.

Most tours ask for a moderate level of fitness, and most of the walking is on paved paths. Here is where it gets harder.

The shared bike ride asks you to sign a waiver online before you arrive, and not to ride in sandals. Check in 15 minutes early for the bikes and 30 minutes early for the trolley.

Most tours end between 10 and 10:30pm, near where they started. The coaches from Pennsylvania Avenue end by Archives station, which is on the Yellow and Green lines. Metrorail runs later on Friday and Saturday.

Last trains vary by station, so check yours before you set out. Private tours drop you back at your hotel, and so does one van that collects at downtown hotels. For a rideshare after a USA Guided Tours coach, walk to Pennsylvania Avenue: drivers often drop on the wrong side of the block.
